This is a katazome indigo-dyed cotton fragment.

Katazome is a Japanese technique of stencil-resist dyeing that involves drawing rice-paste designs on cloth, dyeing the cloth, and then washing off the paste.

It has been used for a Kimono, The white circle is dyed with the family crest of the family that used it. The small stencil dyed pattern is elegant, and we can assume that a high-class family used it.
